LOWELL –The city has given the go-ahead to a $25 million luxury condominium complex on the banks of the Concord river, which the developer describes as more of a lifestyle than an apartment building.

The 12-story complex will include up to 66 units, a restaurant, coffee shop, gym, pool, spa, and other amenities. Work by local artists may adorn the walls of a common living area for residents, who will be able to download an app on their phone that allows them to summon their car to the front of the building or book a reservation in the restaurant downstairs.

“This is a one-of-a-kind product that the city of Lowell hasn’t seen, ever,” said David Daly, the developer behind the project at 5-7 East Merrimack St., across the street from the Lowell Memorial Auditorium.
