Plan to loosen zoning restrictions around Quincy T stations advances

QUINCY – The city planning board on Wednesday gave a unanimous blessing to Quincy’s plan to loosen the zoning restrictions around its MBTA stations.

The idea that principal city planner Rob Stevens and consultant Russell Burke, the director of planning for the Worchester-based BSC Group, presented to the board was to create “transit-oriented districts” – TODs – around the Quincy Adams, North Quincy and Wollaston T stops.

The goal, they said, would be to bring in significant mixed-use development within a few minutes’ walk of the “ground zero” of the train station.

“Land use and transportation go hand in hand,” Burke said.

The planning board is a recommending body only; the final decision lies with city council, which is slated to consider this issue in its meeting Thursday night.

Mayor Thomas Koch has proposed rezoning these areas to streamline the permitting process and allow for denser projects, taller buildings (up to 10 stories), less stringent parking requirements and no dimensional and setback requirements.
